The Director General of the People’s Democratic Party Governor’s Forum, Earl Onaiwu Osaro has urged PDP Governed states IGR team members to be bold and always speak truth about improving their various states’ IGR. He admonished them against playing the role of sycophants as the truth will always be vindicated.

Speaking at the closing day of a 2 days Summit organized by the PDP Governors Forum tagged; 2019 Internally-Generated Revenue Summit For PDP-Governed States with the theme: “The Imperatives of Developing Internally-Generated Revenue Options For State Governments in a Recessed Economy””, Onaiwu said that, the reason state governors were not invited was to give the state participants an opportunity to speak freely on the subject matter without hindrance by the presence of their state governors.

He urged the participants to be bold and firm when working with their governors and not to be sycophants. He said that their Governors in their private moments would know that there is somebody telling them the truth. He said being sycophantic is but for a moment and that they should always speak truth to power.

Speaking earlier, Chief (Mrs) Nancy Nnaji of the AIT Money Show, Moneyline with Nancy, who partnered with Messrs Red Sapphire Ltd in collaboration with the PDP Governors Forum summarized the 2 day summit after an interactive session with participants with the following recommendations; The DG of the Forum should speak to the governors about the need for a strong Political Will to drive their state’s IGR, the Commissioners relevant to IGR should be involved in the next Summit, there is the need for effective and efficient Human Capital Development in the IGR team starting from the Governor, LGA Chairman, Speakers of the Legislative arms and BIR and the Revenue Collectors, there is the need to tie IGR to Infrastructural development and other developments in the state, like developing higher institutions etc., the Governors need to put Peer Review Mechanisms in place whereby states with better performances in certain areas can share their experiences with their counterparts, it should be made mandatory for the State Governors to attend the next Summit and that IGR operatives must always speak truth to power.

The 2019 Internally Generated Revenue Summit for PDP-Governed States, had several erudite scholars speaking on various topics of relevance to the states’ IGR drive. The first presentation was by the Guest Speaker, Mr. Akin Oladeji, Managing Consultant, Canadian Software Development Company (CSDC) Ltd, titled, “Process Automation: The Key To Unlocking Hidden Revenue and Eliminating Leakages in Income Generation and Collection”.  Other speakers were Dr. Joseph Anyor who spoke on Identifying Revenue Opportunities in PDP-Governed States, LGAs and areas of collaboration, Dr. Nnaemeka Onyeka Obiaraeri spoke on Identifying Linkages between Cottage Industries and IGR For Job Creation in Rural Economies, Prof. Aruwa Sulieman presented a Paper on Policy Initiatives For Building States and Local Government Capacities for IGR Growth, Dr. William Makinde spoke on Human Capital Initiatives For 21ST Century IGR Team.

Other presentations were made by Dr. Zubairu Abdul Danjuma whose Paper dwelled on Social Contract, TSA and the Imperatives of Transparency On States IGR, Illyasu Gashinbaki spoke on Comparative Analysis of States’ Internally-Generated Revenue and Infrastructural Development in Nigeria, Dr. Emmanuel Michael spoke on Fraud Detection and Control in IGR Collection and Management, Dr. Katchy Ononuju spoke on Harnessing the Capacities of the State Boards of Internal Revenue and Local Government Administration for more Effective Assessment and Collection, Dr. Mailafia Obadiah spoke on State Revenue Realities; Viz A Viz The National Economy: A General Review and the last speaker, Dr. Adulphus Ekpe delivered a Paper titled; Use Of Ethical Lottery In Accelerating Generation of Internal Revenue of States in Nigeria.

The summit was a very intellectually rewarding exercise for all the participants and it is hoped that the lessons learnt would be translated to practical efforts in IGR collection by the IGR teams of the Various PDP States and indeed all the states in Nigeria. For as Chief Mrs Nancy Nnaji put it in her closing remarks at the Summit, the knowledge shared here should go beyond Party Politics and place Country First. All, regardless of Party affiliation are expected to gain from this fountain of knowledge. The next edition is expected to build on the gains of this first edition of the Summit.

At the end of the summit certificates of Participation were presented to all the PDP States represented by their IGR Teams.
